So what can your Bee Certificate be used for?

 

  • You will be able to submit Tenders for government entities or companies competing in the economic value chain when you have a valid BEE Certificate.
  • Ensure your company can supply a BEE Scorecard as required by the newly promulgated Preferential Procurement Act and be identified as an Empowering Supplier.
  • The playing field is leveled as smaller BEE Verified companies can now compete against larger companies as suppliers.
  • Be recognized and receive preference  as a BEE Supplier on the database of Municipalities and Government Organizations such as the SETA's.

 

 

 

 

What BEE Certificate do you need?

 

START UP ENTERPRISE

 

A Start-up enterprise must be measured as an Exempt Micro Enterprise, for the first year following their formation or incorporation. This provision applies regardless of the expected total revenue of the Start-up Enterprise. A start-up Enterprise must submit a QSE scorecard when tendering for any contract or seeking any other economic activity with a value higher then R10 million but less then R50 million. For contracts of R50 million or more they should submit a Generic scorecard. The preparation of such scorecards must use annualised data.

 

 

EME

 

IF YOUR ANNUAL TURNOVER IS UNDER R10 MILLION, YOU WILL QUALIFY AS AN EXEMPT MICRO ENTERPRISE

As an EME, you automatically qualify as a Level 4 Contributor with 100% B-BBEE procurement recognition. If your Entity has 51% or more black ownership, your score is bumped up to a Level 2 Contributor with 125% B-BBEE procurement recognition level. If your Entity is 100% black owned, your score is bumped up to a Level 1 Contributor with 135% BB BEE procurement recognition level.

Due to the changes in the codes EME’s are only required to obtain an Affidavit. Once this has been completed and certified this will act as your BEE Certificate. We have attached the correct DTI template for your ease below.

QSE

 

IF YOUR ANNUAL TURNOVER IS BETWEEN R10 MILLION AND R50 MILLION, YOU WILL QUALIFY AS A QUALIFYING SMALL ENTERPRISE.

As a QSE Enterprise, you have to be measured on all 5 elements of the B-BBEE scorecard (Bee Scorecard), of which each element earns you points towards your final B-BBEE compliance level.


Enhanced B-BBEE recognition level for QSE.

  • QSE which is 100% black owned qualifies for a Level One B-BBEE recognition level.
  • A QSE which is at least 51% black owned qualifies for a Level Two B-BBEE recognition level.

Priority Elements for QSE are


  • Ownership
  • Skills Development
  • Enterprise and Supplier Development

QSE is required to comply with Ownership as a compulsory element and either Skills Development or Enterprise and Supplier Development .


QSE's with 51% Black ownership or more are allowed to obtain an Affidavit. This is due to the changes in the BBBEE Codes. Attached below is the correct DTI template

GENERIC

 

IF YOUR ANNUAL TURNOVER IS ABOVE R50 MILLION, YOU WILL QUALIFY AS A GENERIC ENTERPRISE.

 

As a Generic Enterprise, you have to be measured on all 5 elements of the B-BBEE scorecard (Bee Scorecard), of which each element earns you points towards your final B-BBEE compliance level

 

Priority Elements for Generic are

  • Ownership
  • Skills Development
  • Enterprise and Supplier Development

 

Unlike a QSE it is compulsory for a Generic to comply with all 3 priority elements, Ownership, Skills Development and Enterprise and Supplier Development
