START-UP ENTERPRISE

A Start-up Enterprise must be measured as an Exempt Micro Enterprise, for the first year following their formation or incorporation. This provision applies regardless of the expected total revenue of the Start-up Enterprise. A Start-up Enterprise must submit a QSE Scorecard when tendering for any contract or seeking any other economic activity with a value higher than R10 million but less than R50 million. For contracts of R50 million or more, they should submit a Generic Scorecard. The preparation of such Scorecards must use annualised data.

EME

IF YOUR ANNUAL TURNOVER IS UNDER R10 MILLION, YOU WILL QUALIFY AS AN EXEMPT MICRO ENTERPRISE

  • As an EME, with less than 51% Black Ownership you automatically qualify as a Level 4 Contributor with 100% B-BBEE procurement recognition.
  • If your entity has 51% or more Black Ownership, your score is bumped up to a Level 2 Contributor with a 125% B-BBEE procurement recognition level.
  • If your entity is 100% Black-Owned, your score is bumped up to a Level 1 Contributor with a 135% B-BBEE procurement recognition level.

Due to the changes in the codes, EME’s are only required to obtain a DTI Sworn Affidavit. Once this has been completed and certified this will act as your BEE Certificate. We have attached the correct DTI template for your ease below.

QSE

IF YOUR ANNUAL TURNOVER IS BETWEEN R10 MILLION AND R50 MILLION, YOU WILL QUALIFY AS A QUALIFYING SMALL ENTERPRISE

As a QSE Enterprise with less than 51% Black Ownership, you have to be measured on all five  elements of the B-BBEE Scorecard (BEE Scorecard), as each element earns you points towards your final B-BBEE compliance level.

Priority Elements for QSE are:

  • Ownership
  • Skills Development
  • Enterprise and Supplier Development

A QSE is required to comply with Ownership as a compulsory element and either Skills Development or Enterprise and Supplier Development.

Enhanced B-BBEE recognition level for QSE:

QSE, which is 100% Black-Owned, qualifies for a Level 1 B-BBEE recognition level.
A QSE, which is at least 51% Black-Owned, qualifies for a Level 2 B-BBEE recognition level.

GENERIC

IF YOUR ANNUAL TURNOVER IS ABOVE R50 MILLION, YOU WILL QUALIFY AS A GENERIC ENTERPRISE.

As a Generic Enterprise, you have to be measured on all 5 elements of the B-BBEE Scorecard (BEE Scorecard), of which each element earns you points towards your final B-BBEE compliance level.

Priority Elements for Generic are:

  • Ownership
  • Skills Development
  • Enterprise and Supplier Development

Unlike a QSE, it is compulsory for a Generic to comply with all three priority elements: Ownership, Skills Development and Enterprise and Supplier Development.
